Yes it starts very well with 1/8 th throttle at first start up. Then after that when warm starting it starts without any throttle no problem. It's just weird that there's a choke and it want start with choke out. Will giving it a little throttle when starting bring any future problems to the utv. It's just funny that on my daughters 1400 hundred dollar go cart starts right up with the choke out and then my ranger want start with choke out.

No, it's not weird. The choke is only there in case you need it, and engines - especially newer engines - often don't need to be choked in order to start. Some do, others don't.

The engine in your Ranger is very likely an entirely different animal than the engine in the go-cart. Apples and oranges.

Throttle when starting, if it is required to start the engine, will not hurt the engine. Just don't rev it high after starting when it's not warmed up, since that is when the most wear takes place.
