My first thought is that battery is going bad. but I'd also bet you've replaced it because you or the shop went there first too. I think this will be solved pretty quickly by puttting it out in the cold, make sure the condition is present, then start following power from the battery. Make sure the battery itself has good voltage, then start following the positive lead to the next terminal. Power there? If yes then continue, keep at it until you find the end of the power and determine why. I would chase it as far as the fuse block, anything past that point affects only one or a few things per circuit so we know that not the problem. If the positive side looks to be in good shape go through the major ground and check them for continuity. They're just as important and the positive side.

If there is voltage at the battery and it just won't crank take a minute to check for voltage drop. Put the the volt meter on the terminals and try to start it, if it drops below 10 or so volts thats the culprit.

How cold is cold?

If the Rgr is used intermittently it could be a bad battery. Have the battery tested and buy a battery maintainer and plug it in when not being used to keep the battery from draining.
